CLIM·IN aims to support small local authorities and municipalities in becoming better prepared for climate-related risks while actively involving vulnerable groups. The project focuses in particular on people with disabilities, D/deaf people, older people and those facing health-related, social or geographical disadvantages. CLIM·IN develops inclusive and accessible learning and outreach formats so that climate preparedness can be understandable, accessible and community-based.

CLIM·IN is a European Erasmus+ project dedicated to inclusive climate preparedness and to strengthening the resilience of vulnerable groups. The project focuses on people who may be particularly affected by climate impacts and climate-related emergencies, including people with disabilities, D/deaf people, older people, people with health conditions, and those living in socially disadvantaged or geographically isolated situations.
The project responds to the increasing risks of the climate crisis, such as heatwaves, floods, wildfires and other extreme weather events. These events often affect vulnerable groups disproportionately, while their needs are frequently not sufficiently considered in existing information, participation and emergency structures. This is where CLIM·IN comes in: climate adaptation, disaster preparedness and risk communication need to be designed in ways that are accessible, inclusive and closely connected to people’s everyday realities.
A particular focus is placed on small local authorities and municipalities, which play a central role in climate preparedness but often have limited human, financial and technical resources. CLIM·IN supports these local actors in assessing their own preparedness for climate-related risks, reaching vulnerable groups more effectively, and developing inclusive measures for climate preparedness and resilience.
To achieve this, the project develops practical tools and learning opportunities. These include a Status Review Tool for small local authorities to assess their climate preparedness, accessible learning materials and learning spaces for local communities, as well as outreach methods to inform, involve and support vulnerable people in a targeted way. The materials will be designed to take different communication needs into account, for example through clear language, visual formats, digital access and adapted forms of communication for D/deaf people and people with disabilities.
CLIM·IN follows a participatory approach. Vulnerable groups are not only understood as target groups, but as important experts in their own lived realities. Their experiences, needs and perspectives feed into the development of the project tools, learning opportunities and local activities. In this way, the project aims to create solutions that can genuinely be applied in the everyday life of smaller municipalities.
CLIM·IN is carried out by an international partnership involving organisations from France, Germany, Croatia and Italy. The partners are edEUcation SAS from France, agado Gesellschaft für nachhaltige Entwicklung UG from Germany, Društvo za istraživanje i potporu from Croatia, Associazione Ergon a favore dei Sordi from Italy, and Gemeindenetzwerk “Allianz in den Alpen” e.V. from Germany. The partners bring complementary expertise in adult education, education for sustainable development, working with people with disabilities, supporting D/deaf people, social inclusion, climate communication and cooperation with municipalities in the Alpine region.
In the long term, CLIM·IN aims to help smaller municipalities across Europe become better prepared for climate-related risks while leaving no one behind. The project strengthens local authorities, professionals, multipliers and vulnerable citizens in developing inclusive, accessible and effective climate preparedness strategies together.
CLIM·IN stands for climate preparedness that is socially just, accessible and community-based — with a particular focus on those people who, in the context of climate change, need specific protection, understandable information and genuine opportunities for participation.
