Train-the-Trainer for municipal staff and external experts for in-house training on sustainable procurement

Here you will find all materials and content for the three-day, flexible training course developed as part of the proCURE project. The aim of the training is to qualify municipal staff members and external experts to deliver in-house municipal training sessions.

 

Structure of the training:

Day 1 – Knowledge

The first day introduces the basics of sustainable procurement, including key definitions, the three dimensions of sustainability, and links to the SDGs and local climate protection programmes. It also addresses the relevance for small municipalities, in particular public procurement as a lever for sustainable development, local value creation and legal certainty. Another focus is the legal framework for procurement and the practical integration of sustainability criteria. In addition, participants are introduced to the basics of adult education and practise how to respond to reservations about sustainable procurement.

Day 2 – Analysis

The second day focuses on the concrete planning and implementation of sustainable procurement. Participants become familiar with steps, tools, templates and sources for sustainability criteria, including sample tender clauses and supplier questionnaires, and develop their own criteria in an exercise. In a practice-oriented workshop, tender documents are revised in small groups and assessed with regard to sustainability. In addition, local case studies from small municipalities are analysed in order to identify success factors, typical pitfalls and possibilities for transfer to other municipalities.

Day 3 – Practice

The third day focuses on the application and evaluation of sustainable procurement. Participants learn about monitoring, KPIs and feedback mechanisms to track implementation at local level. Methods are also presented for adapting training sessions to local contexts, simplifying complex content and promoting behavioural change. In the practical part, participants develop their own short, interactive sessions on sustainable procurement and receive feedback from colleagues and facilitators. The training concludes with a summary, certificates, access to toolkits and the development of action plans for implementation.
