Alpine-wide overview of guidelines for internal development
How can municipalities contribute to sustainable settlement development in the Alpine region by saving land? What approaches and guidelines for internal development already exist in the Alpine region?
Last year, the Working Group on Spatial Planning and Sustainable Development of the Alpine Convention carried out an inventory of existing guidelines on internal development and land saving in the countries bordering the Alps. The results were published in the publication ‘Guidelines for Municipalities for Assessing and Activating Innerurban Development Potentials’. 73 guidelines on inner development and municipal land management from the countries bordering the Alps are systematically compiled in the publication.
Objectives and content of the guidelines
The focus of the researched guidelines is on sustainable inward settlement development that reduces land consumption and utilises existing structures more efficiently. The guidelines support municipalities in increasing their attractiveness, optimising infrastructure costs and making a significant contribution to saving land.
The contents of the individual guidelines are presented concisely and clearly in fact sheets. They provide practical advice on formal and informal planning instruments, financing models, target groups and monitoring methods. The guidelines address both the EU net-zero target for land consumption and country-specific objectives, instruments and challenges.

In addition, the Spatial Planning and Sustainable Development Working Group is continuously concerned with the economical use of land resources and is currently working on the development of a common spatial development perspective for the Alpine region.
